He was aged 25 years in 1916 was single and worked as a clerk to an insurance broker. He lived at this address with his father T.J Blackmore, mother Julia and three sisters.

Conscientious Objection during the First World War:
He was granted conditional exemption from combatant duties, but his motivation is unknown at the time of writing.

War Service:
Frank was conscripted into the Non-combatant Corps on 1 May, 1916 at Woolwich. He served with the 3 Eastern company from 23 June 1916 and then with the 5 Eastern from 30 June 1917.
